Patrick Mathern, President

Patrick started his career with The Boeing Company in 2001 prior to founding 23 Degrees Consulting, which went on to become SpendLogic.  He has conducted analysis of, or on behalf of, major aerospace and defense contractors including The Boeing Company, Rockwell Collins, Northrop Grumman, Exelis, and Harris as well as other sub-tier contractors. He holds his bachelor’s degree in Business Administration from Gonzaga University in Spokane, WA, and his M.B.A. from the University of Washington in Seattle.  He is an active member of the National Contract Management Association (NCMA).

Tracy Bye, Vice President, Operations

Senior Cost Analysis Consultant with SpendLogic. He began his career managing Defense Logistics Agency contracts and has most recently served as Lead Analyst for SpendLogic’s corporate clients. In this role, he guides clients and their subcontractors through the requirements of the FAR and assists them in interfacing with government agencies. He is a subject matter expert in the areas of cost analysis, price analysis, and subcontract negotiations. Tracy’s experience in project management, contract risk mitigation, and process improvement provides clients with solutions that integrate seamlessly with current operations.

Karen Stein, Director of Client Engagement

Prior to beginning her career in government contracting in 2009, Karen spent 20+ years as a litigation paralegal, building a foundation in contract compliance, export compliance, subcontract administration, proposal support, mergers & acquisitions, and corporate insurance.  Throughout her GovCon career, she has managed large numbers of subcontracts, participated in CPSR audits, developed corrective action plans, conducted internal audits, as well as developed corporate procurement policies, procedures, and templates.  Karen works with clients’ procurement personnel to achieve CPSR compliance and operational success. She is an active member of the National Contract Management Association (NCMA).
